PRESS NOTE ISSUED ON THE OCCASION OF NATIONAL LEVEL SEED CONVENTION 2009 IN DAVANAGERE

The Government of Karnataka during the 11th Plan period from 2007-08 to 2011-12 has planned to enhance Agriculture Growth by 4.5 %. Agriculture is continues to be important and major profession for survival of majority of rural population. Seed particularly, certified seed played an important role in increasing the productivity by 15 to 20 percent and in addition, the efficacy of other inputs like water, fertilizer and plant protection etc., would further increase the productivity by 20% with the use of good quality seed same has been scientifically proven and accepted.

The present seed replacement rate of certified seed in the State of 109 lakh ha. crop area sown in the year only 17 to 20 percent on overall basis is seed replacement rate. With a view to increase of productivity of the crops it is essential to use the quality seed in agriculture and hence it has been contemplated to increase the seed replacement rate progressively to 35% by 2011-12.

In this regard Karnataka has implemented Karnataka Seed Mission 2008-12 promoting seed production from 4.19 lakhs qtls to 10.50 lakhs quintals by the end of plan period which would benefit to 28 lakhs farmers families to get the certified seed at the rate 1 hector each.

This Karnataka Seed Mission 2008-12 to strengthen seed production process and also to promote enhances use of Certified Seed by general seed producing farmers. The seed production farmers and seed producing Institutions are promoted with several incentives like subsidizing seed certification charges payable by the farmers subsidizing the cost of foundation seed in the event of failure of crops due to natural calamities and not confirming to seed standards the farmer would get compensation the seed production farmer for produce of Certified seed would get production incentive and the producing companies would also get incentive for promoting Certified Seed production, the technical training will be extended to the seed producing farmers to promote them to increase their productivity, varietal development programme, seed testing facility, seed processing and storage infrastructure facilities and seed production research, and formation of seed producing Raitha Shakthi Groups promoted under the seed production components.

Similarly, in order to promote the use of quality certified seed by the consuming farmers the programme contemplates distribution of certified seed at 50% of seed cost strengthening of retail network, communication and information system through computerization and provision of seed risk fund and for timely positioning Transport seed mobility funds provision has been made under Karnataka Seed Mission to support distribution of certified seeds.

Under Rashtriya Krishi Vikas Yojana (RKVY) programme the Corporation also strengthening seed processing and storage facility at 12 places out of which one of the Unit has been constructed in Davanagere which is being inaugurated on 08-02-2009.

In addition to the above programme the Agriculture Sector is also being supported by Agriculture Farm Mechanization, National Food Security Mission, ISOPOM, Cotton Mini Mission and several other programme which are extending the benefit to the seed producing and seed using farmers.

In the afternoon it is also planned to hold workshop inviting all the stake holders of the industry and delegates across the country on National Level Seed Convention-2009 to promote Karnataka as a Global Destination for quality certified seed production.

The National level convention is to serve the purpose of a common platform to all the stake holders of the seed industry to consider ways and means of making Karnataka a global destination for quality seed production. To give impetus to the convention the programme will preside over by Sri.S.A.Ravindranath, Hon'ble Minister for Agriculture, and the National Seed Convention-2009 and release of Souvenir to commemorate on this occasion will be done by Sri.K.Karunakar Reddy, Hon'ble Revenue Minister and Seed Processing Unit will be inaugurated by Sri.B.M.Siddeswar, Hon'ble Member of Parliament in the presence of Secretary to Government, Commissioner for Agriculture, MLCs, MLAs, MPs of Davanagere. On this occasion seed growing farmers across the state about 3000 to 4000 are also participate in the convention to understand the benefit of Karnataka Seed Mission and to pledge along with the all the stake holders to make Karnataka a global destination for quality seed production
